Why do you want to create standby redo logs on primary side.

check the RFS is running on the stdby side... from v$managed_standby

Put your stdby in recover mode ...

alter database recover managed standby database disconnect from session;

after issuing this check whether the MRP is running or not..

Mine the alertlogs for the issuses for logs not bieing transferred.

You should create 2 service one from PRIMARY TO STANDBY and 2nd STANDBY to PRIMARY.must configure listener to listen primary to standby and standby to primary.
