we have a 20TB oracle 19.11 plugable database on RHEL 7.9 , that we are looking to migrate to Non plugable 19.11 oracle single instance database on RHEL 7.9 .

Can we use transportable tablespace for the same ?

has anyone applied this solution ?

Due to databases size , we are not considering exp/imp.

We can not consider goldengate > cost issue .

Welcome to the forum.

You cannot convert a PDB into a non-CDB. This is a documented technology limitation. Note that non-CDB is de-supported in the next release. Why do you want to do this? If you can explain, perhaps a solution can be found.

This database is being migrated from customers in-house setup to our setup on cloud .
The application design on cloud is such that the databases are created with standalone filesystem based non Rac and non CDB databases .

You did not say which cloud, but (unless your customer is financially insane) it must be OCI, and an OCI DB System (VM or BM) can certainly be file system based and non-RAC. But surely there can be no reason to insist on non-CDB. If your design is limited to non-CDB, you will have problems moving forward. This customer will be the first of many that you have to reject.

Perhaps someone else can come up with a solution, but I shall have to retire.

Since running upto 3 PDBs in a CDB does not require a multi-tenancy license, and since legacy databases (i.e. non-CDB) will (most likely) no longer be supported in new versions, why would you go through all this trouble?
(Edit: Note that the 3 PDB limit is for release 19 and up; before that 1 PDB was allowed without the multi-tenancy license)
