I do an install of 18 C XE on Windows 10 and everything seems to be going well. Suddenly it stops and reverses and uninstalls. I have seen comment that this can be because of virus software, but that seems a little strange. Is this a common problem with 18 C, or is the problem Windows 10? I went back and installed 11g XE and it worked. But I would like to try 18 C.

at which step does it fail?
Do yiu have a reference for the "comment" to which you refer?

That link is very good. So if I follow the instructions there, it begins to install and everything looks normal and the bar starts moving across to the right and just when it looks like you are going to see the message that installation is complete, the bar suddenly starts moving backward all the way over to the left, and I see a message that says, "Your system has not been changed." Strange. Here's another thread on the issue, but no clear solution:
